Putin Ordered Payment System Operators to Report Blocking Funds

Russian President Vladimir Putin signed a law obliging payment system operators to inform individual customers of the blocking of funds in their accounts and its reasons directly on the day of blocking, the corresponding document is published on the official Internet portal of legal information, RIA Novosti reports.

The document amends the law “On the National Payment System”.

The law establishes the norm according to which, in case of suspension or termination of the use of electronic means of payment by the client at the initiative of the money transfer operator, the operator is obliged on the day of such suspension or termination in the manner established by the contract to provide the client with information on the suspension or termination of the use of electronic means of payment indicating causes.

The changes introduced by law are aimed at protecting the rights and interests of clients of electronic means of payment and supplement legislative measures taken to combat fraud, money laundering and terrorist financing, protecting the rights of citizens who do not belong to this category, the authors of the document indicated.

The law will enter into force 90 days after the day of its official publication.
