Ministry of Natural Resources Proposes an Increase in the Collection of Non-environmentally Friendly Goods

The Ministry of Natural Resources proposes to calculate the environmental fee according to a new formula: multiply the base rate by the increasing coefficient of the environmental friendliness of the product, Izvestia reported.

For example, for some types of electronics, its maximum value will be five. The Ministry of Natural Resources has drawn up a draft methodology for calculating the payment.

Manufacturers have already sent negative reviews to the Ministry of Agriculture and the Ministry of Industry and Trade, in which they noted that the new method does not imply reducing factors.

The Russian Environmental Operator (REO) explained that the reduction factor is in effect now, but in practice, the regulator cannot receive reliable data on the use of recyclable materials from companies. This allowed the business to shirk their responsibilities.

The new multiplying factor should encourage the manufacturer to switch to more environmentally friendly products and packaging, added to the REO.

The Ministry of Natural Resources has prepared a new method for calculating the eco-collection – it is paid by companies that have abandoned the self-disposal of produced goods.

The agency proposes to multiply the base rate by a multiplying factor from one to five, depending on the environmental friendliness of the product.
